The flagship project of Yamandú Orsi's government aims to ensure drinking water supply for nearly two million residents of the metropolitan area. However, CAF has reported high social and environmental risks, imposing conditions on the investment of 130 million dollars. Eight safeguard measures must be respected, including the management of environmental and social impacts, as well as the preservation of biodiversity.
