The creation of the Territorial Collectivity of Martinique in 2016 aimed to streamline services and reduce staff. However, data shows that the CTM employs more personnel than the sum of the agents of Guadeloupean collectivities, with a significantly higher ratio of agents per inhabitant. This finding raises questions about the effectiveness of the reform and the achievement of economies of scale objectives.
