Overseas municipalities, particularly in Martinique, benefit from a higher overall operating grant than those in mainland France. However, this difference diminishes when taking into account the poverty of residents. Indeed, despite a significant sea grant, the expenses of Martinique municipalities exceed their revenues, thus limiting their investment capacity.
